In SOUTH CAROLINA, the law on e-waste was signed into law on May 20, 2010. Fairly recently, this makes it the 22nd state to enact and implement a recycling program. The bill was named the Manufacturer Responsibility and Consumer Convenience Information Technology Equipment Collection and Recovery Act. It establishes a state-wide Extended Producer Responsibility (EPR) program that aims to collect and recover electronic devices like computer monitors, laptops, printers, and cellphones.

In 2009, more than 53,800 tons of e-wastes were produced in South Carolina. Needless to say, only 3.3% (1,756 tons) of the stockpile were successfully retrieved for recycling- with the rest, either being thrown in the local landfill or burned in the incinerators. The act should then resolve the enormous mounting up of e-wastes in the state’s dumpsites.

The details of the Act emphasize the following articles to be strictly observed by the manufacturers:

  • Requires the manufacturer of computer and television products to offer an e-waste recovery and collection plan that is convenient to the consumer.
  • Requires manufacturers to educate consumers on said recycling program as well as requiring the South Carolina Department of Health and Environmental Control to educate the consumer on recovery programs in the state.
  • Processors must, at a minimum, comply with the standards established by the Institute of Scrap Recycling Industries, Inc.'s Responsible Recycling practices (R2/RIOS) certification program, or meet other comparable industry or governmental standards.

In July 2011, a total disposal ban of certain covered electronic devices was also implemented.
